When to play this card
Abzan Charm shows up in thousands of Commander and constructed lists as a staple in its role. EDHREC and tournament data confirm it is widely played — not because it is broken, but because it efficiently fills a slot in your curve or interaction package.
In deckbuilding: Instant — cast in response or during combat. Tune the number of copies to your format (1 in Commander, up to 4 in 60-card). If your deck lacks an answer to what this card does, consider sideboard slots or a same-mana-cost alternative.

Rulings
If you choose the third mode, you choose how the counters will be distributed as you cast the spell. Notably, if you choose to put one +1/+1 counter on each of two target creatures, and one of those creatures becomes an illegal target in response, the +1/+1 counter that would have been put on that creature is lost. It can't be put on the remaining legal target.
