When to play this card
Aerial Surveyor shows up in thousands of Commander and constructed lists as a staple in its role. EDHREC and tournament data confirm it is widely played — not because it is broken, but because it efficiently fills a slot in your curve or interaction package.
In deckbuilding: Artifact — mana rock, equipment or combo piece. Flying evades blockers — answer with reach or removal. Tune the number of copies to your format (1 in Commander, up to 4 in 60-card). If your deck lacks an answer to what this card does, consider sideboard slots or a same-mana-cost alternative.

Rulings
Aerial Surveyor's triggered ability has an intervening "if" clause. That means (1) the ability won't trigger at all unless the defending player controls more lands than you, and (2) the ability will do nothing if you control at least as many lands as the defending player by the time it resolves.
