Steps
- Cast Blasphemous Act by paying at most {7}{R}, dealing 13 damage to each creature.
- Expedited Inheritance triggers for each creature dealt damage.
- Resolve the first trigger, allowing the creature's controller to exile 13 cards from the top of their library with the ability until the end of their next turn
- Repeat step 3 as needed for any remaining triggers.
