Steps

Activate Altar of Dementia by sacrificing another creature.
When the creature dies as a Food due to Ygra, Experimental Confectioner's second ability triggers, causing you to create a 1/1 Rat creature token.
Resolve the Altar of Dementia ability, causing target player to mill cards equal to the sacrificed creature's power.
Repeat.
