Steps
- Cast the creature with mana value 0 from your hand by paying {0}.
- Inexorable Tide triggers, putting a +1/+1 counter on Evolution Witness.
- Evolution Witness triggers, returning the other creature with mana value 0 from your graveyard to your hand.
- Resolve the creature spell cast in step 1.
- The creature enters the battlefield and dies as a state-based action due to having 0 toughness.
- Repeat.
