Steps

1. Activate Will by tapping it, causing white and blue spells you cast this turn to cost at least {3} less.
2. Activate a permanent by tapping it, adding {U}.
3. Cast Storm Sculptor by paying {U}.
4. Merrow Reejerey triggers, untapping the mana-producing permanent.
5. Resolve the Storm Sculptor spell.
6. When Storm Sculptor enters the battlefield, it triggers, returning itself from the battlefield to your hand.
7. Repeat from step 2.
