Steps
- Activate Elminster's first loyalty ability by putting two loyalty counters on it, causing you to draw a card and scry 2.
- Activate a creature by tapping it, adding at least {U}.
- Cast Mystic Speculation with buyback by paying {U} due to Elminster.
- Chakram Retriever triggers , untapping the mana-producing creature.
- Resolve Mystic Speculation, causing you to scry 3 and return it to your hand.
- Repeat from step 2.
