Steps

1. At the beginning of your upkeep, Panoptic Mirror triggers.
2. Holding priority, activate Zevlor by paying {2} and tapping it.
3. Resolve the Panoptic Mirror trigger, casting a copy of Worst Fears without paying its mana cost, targeting an opponent.
4. Zevlor triggers, copying Worst Fears targeting each other opponent.
5. Resolve each Worst Fears, causing you to control each opponent during their next turn.
6. Repeat during each of your turns.
